    Madinat Al Irfan is planned over about 30 years in five to six phases, with roads, utilities and district cooling planned ahead of each one. OCEC is already served by a district cooling plant of 32,500 refrigeration tons, the largest in Oman.

Oman's Foreign Capital Investment Law of 2019 allows international investors to own up to 100% of a company in many sectors. Some activities are excluded or carry conditions, so eligibility is confirmed case by case.
